Freedom Of Information Act

Request DTC public records and review the agency’s published procedures, fees, and appeal process.

Submit A Records Request

Send a written request that identifies the existing records you want, relevant dates, and the DTC department involved, if known. Include “FOIA” in the subject or request. The request form is available for convenience; a specific form is not required.

Responses & Fees

Under DTC’s published 2026 procedures, the agency responds within five business days of receipt. A response may grant the request, deny it with an explanation, grant it in part, request a deposit, or extend the response period by up to ten business days.

Some information may be exempt from disclosure. DTC reviews the records and separates exempt material where applicable. A FOIA request is for existing records; it does not require the agency to create a new document or answer questions.

Permitted charges may include searching, reviewing, redacting, copying, media, and delivery. Standard black-and-white letter- or legal-size copies are charged at actual cost, up to $0.10 per page. The procedures describe a 50% deposit when estimated processing costs exceed $50, and additional conditions for unpaid earlier requests. The cost worksheet explains how charges are calculated.

Appeals

Written appeals of denials or disputed fees go to the General Manager at the address above. Clearly mark the request “APPEAL” and explain the reason for reversing the denial or reducing the fee. The published procedures describe the response process, court options, and applicable deadlines.
